You only have to make a few tweaks to the good quality PLR to make it yours and ready to sell but even if you have to completely rewrite the whole thing to make it sellable, it is still much faster and easier than writing something completely from scratch. Remember, in order to make it a "no brainer" sale, make the PLR product better, easier to understand, more comprehensive, add bonuses, add value, write a better sales page, do whatever is necessary to turn something of so so quality into something you can easily charge more for and sell it all day long. If it is a "no brainer" deal it will be a "no brainer" sale!
